The Leonardo da Vinci programme
Leonardo da Vinci is the European
Community's vocational training programme whose
aim is to implement and support lifelong learning
strategies in accordance with the national training
strategies. In an effort to increase mobility, foster
innovation and improve the quality of training,
co-operation between the various players in vocational
training are promoted within the framework of transnational
projects.
The
PreQual project
The PreQual concept is based on
the combination of field-specific content and an
empowerment approach. Training and learning methods
are based on didactical principles of ‘global
learning’ and ‘popular education’
according to Paulo Freire. In an
innovative approach to education and training a
curriculum for a pre-qualification course for migrant
women in the health and care sectors will be developed
and tested in 3 pilot courses in Austria, Italy
and Germany.
Background
For over 10 years net migration
has been the most significant factor in population
growth. As a result, migration has taken on a key
role in the face of an approaching strain on existing
labour reserves. Due to demographic developments,
there is a shortage in qualified labour in the health
and care sectors.
Reasons for high drop-outs rates among migrant women
in training in the health and care sectors range
from language and terminology barriers to differences
in cultural and ethical understandings of health
and illness. PreQual, the pre-qualification
of migrant women, is intended to match the labour
market needs with those of the migrant women and
to provide a future-oriented and innovative solution.
Objectives
PreQual’s
objectives are to develop, test and publish a curriculum
for the pre-qualification of migrant women to work
in the health and care sectors. The aim is to decrease
the drop-out rate in professional training in the
health and care sectors as well as to contribute
to the improvement of the integration of migrant
women into the labour market while promoting broader
access for migrant women in the health and care
sectors. A further objective is the empowerment
of migrant women in terms of promoting social dialogue
and actively confronting discrimination.
Products
In Austria, Italy and Germany, studies will be conducted
of the labour requirements in the health and care
sectors with a specific focus on migrant women.
A curriculum will be developed and adapted according
to the specific country needs and will include solution
models involving migrant women from the partner
countries. A handbook will be produced and will
serve as learning and teaching material. The project’s
website will provide information on the progress
of the project (potential participants, local health
facilities etc.) and will be used as an intensive
forum for communication.
Target groups
Primary target group: Migrant women interested in
working in the health and care sectors.
Migrant women who hold a residence permit and a
working permit in the host country. In addition,
they must be older than 17 and must have completed
their basic education.
Secondary target group: Trainers of migrant women
in the health and care sectors.

and geriatric care.

Project
principles
The innovative character of the project includes
the honest attempt to achieve the symmetrical involvement
of migrant women in all aspects of the project.
This desired symmetry is in reference to function,
decision-making power and salary appropriate to
the position.
• We guarantee that within our project
migrant women are not perceived and treated
as objects of research.
• The partners ensure that the participation
and involvement of migrant women as experts
within the project is guaranteed.
• We support self-advocacy and self-representation
of all disadvantaged groups and people and we
are committed to networking with self-organisations
of migrant women in their countries.
• The main goal of the project is empowerment
of migrant women and a contribution to the fight
against racism and discrimination in the partner
countries.
• The partners agree to refrain from reinforcing
the ongoing gender segregation within the labour
market.
