Evaluation/
In order to ensure the
quality of the project, two methods of evaluation
have been selected. In this project, a differentiation
has been established between the evaluation of the
process and the evaluation of the product. The ZOPP
model (goal-oriented process planning) is intended
to evaluate the process and the maiz self-evaluation
model will evaluate the product. Both are methods
that are appropriate to the nature and content of
the project in that they contain strong elements of
participatory decision-making and goal setting intended
to promote commitment to the projects’ objectives.
The quality of the products is, among other factors,
also dependent on the quality of the process. These
two methods of evaluation are meant to complement
each other and to systematically assess the quality
of the project as a whole. Both methods of quality
management are integrated throughout all phases of
the project in order to regularly implement the necessary
corrections and to make continuous improvements.
1. Process Evaluation - Objectives-oriented project
planning (ZOPP):
ZOPP is a planning and quality management
tool that has been used for many years in co-operative
development. It is marked by it’s understanding
of quality and process and is a synonym for participative
action that is oriented to both the needs of the partners
as well as the needs of the target group.
To implement the ZOPP method as an instrument of quality
management, it is necessary to define common criteria
of success for each phase during the first partner
meeting. All the partner organisations will agree
on common quantitative and qualitative criteria or
so-called success indicators. Success (i.e. reaching
a goal) can therefore be verified objectively. All
partners involved commit to providing relevant data,
whereby a certain partner will monitor the success
indicators of each phase. This method of evaluation
will be applied throughout all phases of the project.
2. Product Evaluation
- Evaluation and empowerment according to MAIZ:
A newly developed evaluation model that was
developed by MAIZ throughout an EQUAL-project (RASMIGRAS)
will be used for the evaluation of the pre-qualification
course (curriculum and handbook). This method will
be implemented in phases 2 and 3 of the project ‘Pre-qualification
for migrant women in the health sector’ and
will complement the ZOPP quality management tool.
The potential for innovation of this model of evaluation
lies in the connection between self-evaluation and
empowerment while taking into account the inequality
of power between hegemonies and racially discriminated
groups.
The main starting point is the equalisation between
these two groups by actively involving the target
group of migrant women as experts (experts in everyday
life) in quality management. Thus, the relationship
between evaluation and empowerment will be incorporated
into the training process. The involvement of migrant
women as experts in everyday life effects the achievement
of useful results that are truly relevant for practice
as well as being didactically appropriate and facilitating
practical application for the trainers.
Self-evaluation will occur before, during and after
the qualification course. The data collection tools
are integrated into the qualification course whereby
continuous, process-oriented investigation can be
guaranteed. Therefore, evaluation results can be immediately
integrated into the course instead of only overdue
application in future subsequent courses. The evaluation
will be facilitated by an academic and within a process
of discourse with migrant women and trainers;kim@ki
the academic facilitator’s role is to keep a
focus on evaluation materials and evaluation questions.
The implementation of this evaluation model encourages
reflection on learning progress and supports dealing
critically with the practical labour market-related
utility as well as the personal benefit of the course
content and learning methods. Information and communication
technologies (ICT) can be included as assessment methods.
This is dependent on the acceptance of the course
participants and the practical application for the
trainers. Operational objectives are the various documents
of the assessments within the course (written video
documentation, collages, etc.) and in connection with
that (trainers logs, course materials, minutes of
team meetings, etc.), the data collection tools, as
well as the evaluation reports (analyses) and the
self- evaluation concept (guideline).
